BACKGROUND AND PURPOSE
It has been noted that it may be difficult for a municipality to stay up to date on the boundaries of a municipal management district when the district does not provide notice of an annexation or exclusion of land to the municipality. C.S.H.B. 2018 seeks to address this issue by establishing certain notice of requirements for a municipal management district that annexes or excludes territory.

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS
C.S.H.B. 2018 amends the Local Government Code to require a municipal management district, not later than the 90th day after the date the district annexes or excludes land, to provide a description of the metes and bounds of the district, as of the date the annexation or exclusion takes effect, to each municipality that on that date has territory that overlaps with the district's territory or is adjacent to the district. The bill establishes that a district is not required to provide a description to a municipality that has waived in writing the municipality's right to the description.
