BACKGROUND AND PURPOSE

 

Recipients of the Master Army Aviator Badge do not have a specialty license plate in Texas recognizing their distinguished military service. C.S.H.B. 2039 seeks to address this issue by providing for the issuance of specialty license plates for recipients of the Master Army Aviator Badge. 

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

C.S.H.B. 2039 amends the Transportation Code to require the Texas Department of Motor Vehicles to issue specialty license plates for persons awarded the Master Army Aviator Badge that include the words "Master Army Aviator" and a depiction of the Master Army Aviator Badge. The bill includes one emblem from such a license plate among the emblems authorized for inclusion, on request, on a specialty license plate issued to veterans with disabilities.

 

EFFECTIVE DATE

 

September 1, 2019.
