BACKGROUND AND PURPOSE
It has been suggested that the process by which individuals may receive a personal identification certificate upon surrendering a driver's license is burdensome for those seeking the ID card and for the Department of Public Safety. H.B. 2092 seeks to streamline this process by creating guidelines for the issuance of a personal identification certificate to a person whose driver's license has been surrendered.

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS
H.B. 2092 amends the Transportation Code to require the Department of Public Safety (DPS) to adopt procedures for the issuance of a personal identification certificate to a person who surrenders the person's driver's license at the time of applying for the certificate. The bill: · requires the procedures to be in compliance with federal guidelines governing the issuance of identification documents; · authorizes the procedures to require the person issued a personal identification certificate to update information previously provided to DPS for an application for an original driver's license; and · except as provided by the bill's provisions, prohibits the procedures from requiring a person to provide additional identification documents unless the documents are required for compliance with those federal guidelines.
