AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

Dell Ross Claiborne was raised in Seminole, Texas, where he graduated from high school. Dell enlisted in the United States Navy, and by 1967, Petty Officer Claiborne was stationed in Vietnam.

 

He then began his assignment with the Delta Mobile Riverine Force, supporting the 9th Infantry Division of the United States Army along the Mekong River. In January of 1968, Petty Officer Claiborne was wounded in action and, four days later, succumbed to these wounds. Mr. Claiborne was buried with full military honors in the National Cemetery of the Pacific in Honolulu, Hawaii.

 

For his ultimate sacrifice, a portion of United States Highway 62 in Gaines County will be dedicated to Petty Officer Dell Ross Claiborne.

 

H.B. 2167 amends current law relating to the designation of a portion of U.S. Highway 62 in Seminole as the Dell Ross Claiborne Memorial Highway.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1. Amends Subchapter B, Chapter 225, Transportation Code, by adding Section 225.152, �as follows:

 

Sec. 225.152. DELL ROSS CLAIBORNE MEMORIAL HIGHWAY. (a) Provides that the portion of U.S. Highway 62 in the municipal limits of Seminole is designated as the Dell Ross Claiborne Memorial Highway.

 

(b) Requires the Texas Department of Transportation (TxDOT), subject to Section 225.021(c) (relating to prohibiting TxDOT from designing, constructing, or erecting a marker unless a grant or donation of funds is made to cover the cost), to:

 

(1) design and construct markers indicating the designation as the Dell Ross Claiborne Memorial Highway and any other appropriate information; and

 

(2) erect a marker at each end of the highway and at appropriate intermediate sites along the highway.

 

SECTION 2. Effective date: September 1, 2019.
