BACKGROUND AND PURPOSE

 

It has been noted that a portion of the fees paid for the issuance of the "Choose Life" specialty license plate go to the attorney general's office to be distributed under the choose life account grant program. There have been calls to allow the office to advertise this fact to potentially increase the number of people who select the license plate and, as a result, the funding that goes toward the grant program. H.B. 2271 seeks to provide such authority.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 2271 amends the Government Code to authorize the attorney general to advertise that fees paid for the issuance of a "Choose Life" license plate may be used to fund choose life account grants, provided that the money spent on advertising does not exceed two percent of the amount of gross receipts deposited to the account during the preceding state fiscal year.

 

EFFECTIVE DATE

 

On passage, or, if the bill does not receive the necessary vote, September 1, 2019.
