BACKGROUND AND PURPOSE
It has been noted that health care provider participation programs help ensure greater access to health care and reduce the level of uncompensated care provided by certain health care providers. H.B. 2326 seeks to further this public benefit by providing for the continuation of the Dallas County Hospital District health care provider participation program.

CRIMINAL JUSTICE IMPACT
It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

RULEMAKING AUTHORITY
It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS
H.B. 2326 amends the Health and Safety Code to extend the Dallas County Hospital District health care provider participation program to December 31, 2025.

September 1, 2019.
