BACKGROUND AND PURPOSE

 

A large industrial company is expanding its operation in adjacent proximity to the Department of Public Safety's driver's license office in Orange County. It is noted that the company has already purchased all property surrounding the office, but the company is in need of certain additional property for its expansion. C.S.H.B. 2442 seeks to provide for a land swap agreement between the Public Safety Commission and the company for the property.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

C.S.H.B. 2442 requires the Public Safety Commission to exchange specified real property in Orange County, Texas, for other real property if the other real property is located not more than 10 miles from the property line of the specified property, has at least an equivalent fair market value, and has on the property a facility that the commission determines is comparable to the facility located on the specified property. The bill sets out provisions relating to the transaction.

 

EFFECTIVE DATE

 

On passage, or, if the bill does not receive the necessary vote, September 1, 2019.
