BACKGROUND AND PURPOSE

 

It has been noted that in some cases, the boundaries of multiple public school districts cross through a single property, thus putting into question which school district the residents are to attend. H.B. 2526 seeks to minimize confusion and maximize choice by ensuring that a student residing on such a property is allowed to attend the schools of any district in which the property is located.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 2526 amends the Education Code to require the board of trustees of a public school district or its designee to admit into the district's schools free of tuition a person who is otherwise qualified by age and who resides with either of the person's parents in a residence homestead that is located on a parcel of property any part of which is located in the district.

 

EFFECTIVE DATE

 

On passage, or, if the bill does not receive the necessary vote, September 1, 2019.
