BACKGROUND AND PURPOSE

 

Recently enacted legislation created the county court at law in Grimes County; the statute relating to the juvenile board of Grimes County, however, does not reflect the new court and concerns have been raised over the inability of the county court at law judge to serve on the juvenile board. H.B. 2548 seeks to address these concerns by expanding the membership of the juvenile board to include the judge of each county court at law in the county.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 2548 amends the Human Resources Code to expand the membership of the juvenile board of Grimes County to include the judge of each county court at law in the county.

 

EFFECTIVE DATE

 

On passage, or, if the bill does not receive the necessary vote, September 1, 2019.
