BACKGROUND AND PURPOSE

 

There have been calls to expand the group of individuals eligible to sign the driver's license application of a minor younger than 18 years of age in order to reduce barriers to obtaining a driver's license. H.B. 2551 provides for the inclusion of an agent under a power of attorney for the parent who has custody of the minor applicant among those eligible to sign the minor's application.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 2551 amends the Transportation Code to authorize an agent under a power of attorney for a parent who has custody of a driver's license applicant under 18 years of age to cosign the application.

 

EFFECTIVE DATE

 

September 1, 2019.
