BACKGROUND AND PURPOSE

 

It has been noted that vehicle inspection stations in many counties across Texas are limited in the number of vehicle inspections they may provide if they are granted a low emission waiver for performing inspections using the onboard diagnostic system of the vehicle. C.S.H.B. 2604 seeks to remove this limitation.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

C.S.H.B. 2604 amends the Transportation Code to remove the monthly limitation on the amount of limited emissions inspections of a motor vehicle that an inspection station may perform.

 

EFFECTIVE DATE

 

January 1, 2020.
