BACKGROUND AND PURPOSE
It has been suggested that the movement of a pedestrian in front of, under, between, or through cars of a moving or stationary train causes a safety hazard for pedestrians, traffic, and rail operators. H.B. 2775 seeks to address this issue by prohibiting such movement with regard to a train occupying any part of a railroad crossing.

CRIMINAL JUSTICE IMPACT
It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

RULEMAKING AUTHORITY
It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS
H.B. 2775 amends the Transportation Code to prohibit a pedestrian from moving in front of, under, between, or through the cars of a moving or stationary train occupying any part of a railroad grade crossing.
