AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

In an effort to improve safety at rail crossings, H.B. 2775 would prohibit a pedestrian from moving in front of, under, between, or through the cars of a moving or stationary train occupying any part of a railroad crossing. (Original Author's/Sponsor's Statement of Intent)

 

C.S.H.B. 2775 amends current law relating to the movement of pedestrians in front of, under, between, or through rail cars at a railroad grade crossing.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1. Amends Chapter 552, Transportation Code, by adding Section 552.011, as follows:

 

Sec. 552.011.� TRAIN OCCUPYING CROSSING. Prohibits a pedestrian from moving in front of, under, between, or through the cars of a moving or stationary train occupying any part of a railroad grade crossing.

 

SECTION 2. Effective date: September 1, 2019. �
