BACKGROUND AND PURPOSE

 

It has been reported that it can be difficult for parents to make an informed choice when considering whether to enroll a child in an open-enrollment charter school because of a lack of relevant information, such as whether the school offers specific services and programs, and information regarding teacher qualifications. H.B. 2776 seeks to improve access to such information by requiring a charter school to provide a certain annual report to the Texas Education Agency and publish the report online.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 2776 amends the Education Code to require an open-enrollment charter school, not later than December 1 of each year, to prepare and submit to the Texas Education Agency (TEA) an informed choice report in the format and manner provided by TEA. The bill requires the report to include certain information about the charter school, as set out by the bill. The bill requires TEA, not later than January 1 of each year, to post each charter school's report on the TEA website. The bill requires a charter school to post its report, or a link to that report on the TEA website, on the admission information page of the charter school's website.

September 1, 2019.
