AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

Deputy Sheriff Shane Detwiler was an Army veteran and former Texas game warden who became a deputy with the Chambers County Sherriff's Department in 2009. Shortly after joining the department, Shane was fatally shot responding to a disturbance call. The suspect who killed Shane then turned his weapon on himself.

 

As the scholarship foundation established by Shane's friends and family in his memory says on its website, "Shane had a tremendous driving passion to keep people safe and loved what he did. Shane�s entire adult life was spent serving his country, county, state, and community."

 

Shane deserves to be recognized for his heroic contributions to our community and Chambers County. This bill would commemorate his legacy by renaming State Highway 99 in Chambers County as the Deputy Sheriff Shane Detwiler Memorial Highway as a permanent memorial to Shane and as a reminder to everyone traveling along it of the sacrifices made by those who have given their lives to keep us safe.

 

H.B. 2809 amends current law relating to the designation of State Highway 99 in Chambers County as the Deputy Sheriff Shane Detwiler Memorial Highway.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1. Amends Subchapter B, Chapter 225, Transportation Code, by adding Section 225.152, as follows:

 

Sec. 225.152. DEPUTY SHERIFF SHANE DETWILER MEMORIAL HIGHWAY. (a) Provides that the portion of State Highway 99 in Chambers County between its intersection with Interstate Highway 10 and the Harris County line is designated as the Deputy Sheriff Shane Detwiler Memorial Highway.

 

(b) Requires the Texas Department of Transportation (TxDOT), subject to to Section 225.021(c) (relating to prohibiting TxDOT from designing, constructing, or erecting a marker unless a grant or donation of funds is made to cover the cost), to:

 

(1) design and construct markers indicating the designation as the Deputy Sheriff Shane Detwiler Memorial Highway and any other appropriate information; and

 

(2) erect a marker at each end of the highway and at appropriate intermediate sites along the highway.

 

SECTION 2. Effective date: September 1, 2019. �
