BACKGROUND AND PURPOSE
Concerns have been raised regarding the lack of protections against the abandonment or endangerment of elderly or disabled individuals. H.B. 2874 seeks to address this issue by expanding the applicability of conduct constituting the offense of abandoning or endangering a child to include such conduct involving an elderly or disabled individual.

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS
H.B. 2874 amends the Penal Code to expand the applicability of conduct constituting the offense of abandoning or endangering a child to include such conduct involving an elderly or disabled individual.
H.B. 2874 amends the Estates Code, Family Code, Health and Safety Code, and Occupations Code to make conforming changes.
