BACKGROUND AND PURPOSE
An individual and The Texas A&M University System would like to trade parcels of land with each other because both parties have determined that the swap would be beneficial. H.B. 2963 seeks to authorize this conveyance.

CRIMINAL JUSTICE IMPACT
It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

RULEMAKING AUTHORITY
It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS
H.B. 2963 authorizes the board of regents of The Texas A&M University System to convey certain state forest land in Cherokee County under the board's control and sets out the metes and bounds of the land to be conveyed. The bill establishes that the conveyance is of fee title to the surface and is exclusive of all mineral rights and requires all instruments of conveyance to be in a form acceptable to the system.
