BACKGROUND AND PURPOSE

 

It has been suggested that while a person may use a license plate from the year of manufacture on a classic motor vehicle, there is no such authorization specifically regarding the use of classic license plates designated as disabled veteran license plates. H.B. 3068 seeks to address this issue by providing for the use of disabled veteran license plates on classic motor vehicles, custom vehicles, and certain exhibition vehicles.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 3068 amends the Transportation Code to give a person entitled to a disabled veteran license plate the option to use, for a motor vehicle that is at least 25 years old or is a custom vehicle or street rod or another certain exhibition vehicle and as an alternative to using the applicable specialty license plate for such a vehicle, disabled veteran license plates issued by the state that are:

·       embossed with an alphanumeric pattern;

·       of a plate design that was issued in the same year as the model year of the vehicle; and

·       approved for use by the Texas Department of Motor Vehicles.

 

H.B. 3068 applies such a license plate design to the optional license plates authorized as an alternative to those specialty license plates.

 

EFFECTIVE DATE

 

September 1, 2019.
