BACKGROUND AND PURPOSE

 

There have been calls to recognize the state's significant contributions to space exploration and innovation, including the Apollo 11 mission that landed on the moon on July 20, 1969. C.S.H.B. 3084 seeks to recognize these achievements and their importance to the space industry by designating July 20 as Space Exploration Day.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

C.S.H.B. 3084 amends the Government Code to designate July 20 as Space Exploration Day in honor of the heroes of Apollo 11 and those who continue to pursue innovation and exploration. The bill authorizes the day to be regularly observed by appropriate ceremonies and activities.

 

EFFECTIVE DATE

 

On passage, or, if the bill does not receive the necessary vote, September 1, 2019.

C.S.H.B. 3084 differs from the original in minor or nonsubstantive ways by conforming to certain bill drafting conventions.
