BACKGROUND AND PURPOSE

 

Concerns have been raised that the administrative costs of implementing the statewide assessment program are not sufficiently understood. H.B. 3179 seeks to address these concerns by providing means for each public school district and open-enrollment charter school to submit to the Texas Education Agency the total annual costs incurred relating to the statewide assessment program.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that rulemaking authority is expressly granted to the commissioner of education in SECTION 1 of this bill.

 

ANALYSIS

 

H.B. 3179 amends the Education Code to require the commissioner of education by rule to provide means for each public school district and open-enrollment charter school to submit through the Public Education Information Management System to the Texas Education Agency the district's or school's total annual costs incurred relating to the statewide assessment of academic skills for purposes of public school system accountability, including administration, participation, preparation, and training costs.
