BACKGROUND AND PURPOSE

 

While school districts in Texas already offer suicide prevention training to new and existing educators, concerns have been raised regarding the frequency with which the training is provided. There have been calls to instill uniformity regarding this training schedule to ensure all educators across Texas are well-equipped to identify potential warning signs. H.B. 3235 seeks to address this issue by requiring suicide prevention training to be provided to educators every two years.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 3235 amends the Education Code to specify that the schedule adopted by the Texas Education Agency for the provision of suicide prevention training to existing public school district and open-enrollment charter school educators other than principals must require an educator to be trained at least once every two years.

 

EFFECTIVE DATE

 

September 1, 2019.
