BACKGROUND AND PURPOSE

It has been noted that some schools in Texas do not post on the district's website any information about the person who is designated to serve as the campus behavior coordinator or the person who is responsible for maintaining student discipline. C.S.H.B. 3322 seeks to address this issue by requiring each public school district to post on its website certain information concerning each school campus behavior coordinator or the campus administrator responsible for student discipline, as applicable.

CRIMINAL JUSTICE IMPACT

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS

C.S.H.B. 3322 amends the Education Code to require each public school district to post on the district's website, for each district campus, the email address and dedicated telephone number of a person clearly identified as the designated campus behavior coordinator or, if the district has been designated as a district of innovation and is exempt from the requirement to designate a campus behavior coordinator under the district's local innovation plan, a campus administrator designated as being responsible for student discipline. The bill applies beginning with the 2019-2020 school year.

EFFECTIVE DATE

On passage, or, if the bill does not receive the necessary vote, September 1, 2019.
