BACKGROUND AND PURPOSE

 

It has been suggested that while recognition of military service is often rightfully bestowed upon individuals for specific acts of valor, bravery, and courage, some acts of military service performed collectively as a crew do not receive the same recognition. H.B. 3391 seeks to address this issue by providing for the award of certain medals for military service performed as part of a crew.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 3391 amends the Government Code to expand eligibility for the Lone Star Medal of Valor, Texas Outstanding Service Medal, and Texas Medal of Merit to include certain acts of military service performed as a member of a crew.

 

EFFECTIVE DATE

 

September 1, 2019.
