BACKGROUND AND PURPOSE

 

It has been noted that Texas cities may operate under the plumbing provisions of either the International Plumbing Code or the Uniform Plumbing Code and that the Texas State Board of Plumbing Examiners is required to test and license all applicants under both such codes. H.B. 3622 seeks to require the board to adopt a single plumbing code, the International Plumbing Code.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that rulemaking authority is expressly granted to the Texas State Board of Plumbing Examiners in SECTION 1 of this bill.

 

ANALYSIS

 

H.B. 3622 amends the Occupations Code to change the type of plumbing code that the Texas State Board of Plumbing Examiners is required to adopt from the Uniform Plumbing Code and the International Plumbing Code as those codes existed on May 31, 2001, to the 2015 edition of the International Plumbing Code. The bill requires the board to adopt rules not later than December 1, 2019, to implement that requirement.

September 1, 2019.
