BACKGROUND AND PURPOSE
Concerns have been raised regarding the role of a county auditor in setting the salary of an assistant county auditor. It has been suggested that the auditor's role may lead to budgetary issues and concerns regarding the adequacy of an auditor's salary. H.B. 4022 seeks to address these concerns by requiring a county commissioners court to determine the salary of an assistant county auditor.

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS
H.B. 4022 amends the Local Government Code to remove the role of the county auditor and district judges in setting the salary of an assistant county auditor and to require the commissioners court instead to determine the salary of an assistant county auditor. The bill applies only to an assistant county auditor appointed on or after the bill's effective date.

On passage, or, if the bill does not receive the necessary vote, September 1, 2019.
