BACKGROUND AND PURPOSE

 

There have been calls to authorize certain public junior college districts in certain populous counties to expand their offerings of baccalaureate degree programs beyond the general statutory limitation of three such programs at any time. H.B. 4165 seeks to provide the necessary authority for such districts to offer a maximum of six such programs.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 4165 amends the Education Code to authorize a public junior college that offers a baccalaureate degree program and that is located in a county with a population of more than 1,800,000 based on U.S. Census 2010 data and located within 180 miles of the Texas-Mexico border to offer a maximum of six baccalaureate degree programs at any time.

 

EFFECTIVE DATE

 

On passage, or, if the bill does not receive the necessary vote, September 1, 2019.
