BACKGROUND AND PURPOSE

 

It has been noted that certificates for the completion of commercial driver's license training programs at public junior colleges are not currently counted toward the state postsecondary credential targets set by the 60x30TX strategic plan developed by the Texas Higher Education Coordinating Board. H.B. 4206 seeks to address this omission by requiring the coordinating board to account for such certificates in the applicable metrics for that long-range master plan for higher education.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 4206 amends the Education Code to require the Texas Higher Education Coordinating Board, in measuring the achievement of certificate and degree completion goals under the state long-range master plan for higher education, to include the number of commercial driver's license training program certificates awarded by a public junior college.

 

EFFECTIVE DATE

 

September 1, 2019.
