BACKGROUND AND PURPOSE

 

It has been suggested that information on local mental health resources should be more readily available to the public. H.B. 4532 seeks to address these concerns by providing for the development and posting by county governments of lists of local mental health resources available to the public.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 4532 amends the Local Government Code to require the governing body of each county in Texas to develop and post on the county's website a comprehensive list of local mental health resources available in the county to the public. The bill requires the list to include, to the extent practicable, a fee schedule for each resource included on the list.

 

EFFECTIVE DATE

 

September 1, 2019.
