BACKGROUND AND PURPOSE

 

There have been calls to codify and amend the powers and duties of the Harris County Municipal Utility District No. 441 to help the district better serve the local community. H.B. 4650 seeks to achieve this goal.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 4650 amends the Special District Local Laws Code to establish provisions relating to the Harris County Municipal Utility District No. 441. The bill grants the district the power to undertake certain road projects. The bill authorizes the district, subject to certain requirements, to issue bonds and other obligations for road projects and to impose property taxes. The bill establishes that the district retains all the rights, powers, privileges, authority, duties, and functions that it had before the bill's effective date. The bill provides for the validation and confirmation of certain district actions and proceedings taken before the bill's effective date.

On passage, or, if the bill does not receive the necessary vote, September 1, 2019.
