BACKGROUND AND PURPOSE

 

It has been noted that the owners of certain territory in Sutton County that is not in the territory of the Sutton County Underground Water Conservation District have indicated their desire to have their territory included in the district and that the district has indicated its support for the inclusion. C.S.H.B. 4705 seeks to address this issue by revising provisions relating to the district's territory.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

C.S.H.B. 4705 amends the Special District Local Laws Code to remove the exemption of specified territory from inclusion in the Sutton County Underground Water Conservation District.

September 1, 2019.
