BACKGROUND AND PURPOSE

 

It has been suggested that the Sutton County Underground Water Conservation District could operate more efficiently if the cap on its property tax rate was removed. H.B. 4707 seeks to remove that cap.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 4707 amends the Special District Local Laws Code to remove the cap on the property tax rate of the Sutton County Underground Water Conservation District and repeals a provision that requires voter approval for a rate exceeding that cap.

 

H.B. 4707 repeals Section 8886.201(c), Special District Local Laws Code, as effective April 1, 2019.
