BACKGROUND AND PURPOSE

 

Barrett is a rural community located in an unincorporated area of Harris county.  The U.S. Department of Housing and Urban Development (HUD) has recognized Barrett as a community in need of targeted intervention and assistance.  H.B. 4752 proposes the amendment of boundaries of the Barrett Management District as a vehicle through which such targeted intervention and assistance can be provided. 

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

 

ANALYSIS

 

H.B. 4752 amends and clarifies the boundaries of the existing Barrett Management District to be enclosed by various streets in the unincorporated area in which it is located.

 

EFFECTIVE DATE

 

September 1, 2019.
