BACKGROUND AND PURPOSE
It has been noted that the state's education system serves millions of students who will eventually enter the workforce and contribute to the economy. It also has been suggested that the state's economic well-being is intrinsically tied to the public education system, which should strive to prepare students to compete both on a national and a global level. H.J.R. 150 seeks to address these issues by specifying that, in addition to being efficient, the system of public free schools for whose support and maintenance the legislature is required to make suitable provision must be globally competitive.

It is the committee's opinion that this resolution does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

It is the committee's opinion that this resolution does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS
H.J.R. 150 proposes an amendment to the Texas Constitution to specify that, in addition to being efficient, the system of public free schools for whose support and maintenance the legislature is required to make suitable provision must be globally competitive.

ELECTION DATE
The constitutional amendment proposed by this joint resolution will be submitted to the voters at an election to be held November 5, 2019.
