BACKGROUND AND PURPOSE

 

There have been calls to recognize the service given by members of state military forces in support of Texas border operations, which can place these members in harm's way. S.B. 89 seeks to provide this recognition by establishing the Texas Border Security and Support Service Ribbon for certain members of the state military forces.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

S.B. 89 amends the Government Code to authorize the governor or adjutant general, if delegated the authority, to adopt policies and regulations relating to awarding the Texas Border Security and Support Service Ribbon to a member of the state military forces who served:

·         on or after July 28, 2014;

·         on state active duty for at least 30 consecutive days; and

·         satisfactorily in support of operations to secure the Texas border.

 

EFFECTIVE DATE

 

September 1, 2019.
