BACKGROUND AND PURPOSE
It has been noted that certain rapidly growing communities, such as the City of Corinth, may benefit from the creation of a fire control, prevention, and emergency medical services district to help ease local growing pains. S.B. 235 seeks to address this issue by providing authority for certain municipalities to propose the creation of such a district.

CRIMINAL JUSTICE IMPACT
It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

RULEMAKING AUTHORITY
It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS
S.B. 235 amends the Local Government Code to authorize the governing body of a municipality that has a population of 19,000 or more and less than 60,000 and contains a campus of North Central Texas College to propose the creation of a fire control, prevention, and emergency medical services district under the Fire Control, Prevention, and Emergency Medical Services District Act.

On passage, or, if the bill does not receive the necessary vote, September 1, 2019.
