BACKGROUND AND PURPOSE

 

 There have been calls to raise public awareness about the importance of men's health and to encourage men to take preventive health measures regarding common diseases such as cancer, diabetes, and heart disease. S.B. 430 seeks to do so by following a practice instituted by Cameron County to designate June 13 as Blue Tie Day.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

S.B. 430 amends the Government Code to designate June 13 as Blue Tie Day for the purposes of promoting men's health awareness and encouraging men to live healthier, longer lives through early detection and treatment of common diseases. The bill requires Blue Tie Day to be regularly observed by appropriate ceremonies and activities.

 

EFFECTIVE DATE

 

September 1, 2019.
