BACKGROUND AND PURPOSE

 

There have been calls for greater transparency regarding the compensation of superintendents of public school districts and open-enrollment charter schools. C.S.S.B. 723 seeks to provide this transparency by requiring a district or charter school to post the annual compensation of the superintendent online.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

C.S.S.B. 723 amends the Education Code to require a public school district that maintains a website to post on that website the annual compensation received by the district superintendent, including each amount paid by the district as an annual salary, a bonus, a benefit, or an allowance or stipend for technology, housing, transportation, or another miscellaneous expense. The bill includes as component parts of the annual compensation paid to the superintendent or applicable administrator of an open-enrollment charter school that is required to be posted on the school's website any annual salary, bonus, benefit, or allowance or stipend for technology, housing, transportation, or another miscellaneous expense.

 

EFFECTIVE DATE

 

September 1, 2019.
