AUTHOR'S / SPONSOR'S STATEMENT OF INTENT
As superintendent salaries have risen across the state, so too have bonuses and other extraneous compensation packages for superintendents. S.B. 723 seeks to shed light on these taxpayer‑funded salaries, bonuses, and stipends. S.B. 723 requires that all school districts post on their website�if they have one�the entire comprehensive compensation package for the superintendent, including base pay, bonuses, benefits, and any stipends they receive.
As proposed, S.B. 723 amends current law relating to requiring an independent school district to post a superintendent's annual compensation on its Internet website.
RULEMAKING AUTHORITY
This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.
SECTION BY SECTION ANALYSIS
SECTION 1. Amends Section 11.201, Education Code, by adding Subsection (b-3) to require a school district that maintains an Internet website to post on the district's website the annual compensation received by the superintendent, including listing each amount paid by the district as an annual salary, a bonus, a benefit, or an allowance or stipend for technology, housing, transportation, or another miscellaneous expense.
SECTION 2. Effective date: September 1, 2019.
