BACKGROUND AND PURPOSE
There are concerns that the emergency management training requirements applicable to certain law enforcement officers, county judges, and public officers who have emergency management responsibilities or who play a role in emergency preparedness, response, or recovery are not currently mandatory for certain emergency management coordinators. S.B. 857 seeks to address these concerns by subjecting certain emergency management coordinators to this emergency management training.

CRIMINAL JUSTICE IMPACT
It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

RULEMAKING AUTHORITY
It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS
S.B. 857 amends the Government Code to subject an emergency management coordinator designated by the emergency management director of a county with a population of 500,000 or more to certain emergency management training requirements under the Texas Disaster Act of 1975. The bill requires each person required to complete the training to do so not later than March 1, 2020.
