AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

Interested observers report that counties and other political subdivisions holding an election are given considerable latitude in determining the dates, hours, and locations of mobile voting sites.

 

S.B. 966 provides for circumstances when certain counties may change movable polling place locations.

 

As proposed, S.B. 966 amends current law relating to the location of certain temporary branch early voting polling places.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1. Amends Section 85.062, Election Code, by adding Subsection (c-1), as follows:

 

(c-1) Authorizes the location of a movable temporary polling place established under this section (Temporary Branch Polling Place), in a county with a population of 100,000; or more, to be changed only once during the early voting period and only after at least half of the early voting period has concluded.

 

SECTION 2. Effective date: upon passage or September 1, 2019.
