AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

It has recently been discovered that Colonel William B. Travis purchased a league of land in 1835 one mile south of Driftwood, Texas, in Hays County. Following his death at the Alamo, Colonel Travis left the land to his two children, Charles Edward Travis and Susan Isabella Travis. The Hays County Commissioners Court has acknowledged the historical significance of this fact and supports designating a portion of FM 150, which runs through the former tract of land, as the William B. Travis Heritage Trail.

 

S.B. 1221 amends current law to designate a portion of FM 150 between the intersection of 3237 on the south end to the intersection with RR 12 on the north end, as the William B. Travis Heritage Trail.

 

As proposed, S.B. 1221 amends current law relating to the designation of a portion of Ranch‑to‑Market Road 150 in Hays County as the William B. Travis Heritage Trail.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1. Amends Subchapter B, Chapter 225, Transportation Code, by adding Section 225.152, as follows:

 

Sec. 225.152. WILLIAM B. TRAVIS HERITAGE TRAIL. (a) Designates the portion of Ranch-to-Market Road 150 in Hays County between its intersection with Ranch‑to‑Market Road 12 and its intersection with Ranch-to-Market Road 3237 as the William B. Travis Heritage Trail.

 

(b) Requires the Department of Transportation (TxDOT), subject to Section 225.021(c) (relating to prohibiting TxDOT from designing, constructing, or erecting a marker unless a grant or donation of funds is made to cover the cost), to

 

(1) design and construct markers indicating the designation as the William B. Travis Heritage Trail and any other appropriate information; and

 

(2) erect a marker at each end of the highway and at appropriate intermediate sites along the highway.

 

SECTION 2. Effective date: upon passage or September 1, 2019.
