BACKGROUND AND PURPOSE

 

It has been noted that the Texas Workforce Commission's (TWC) reporting duties have increased concomitantly with the agency's additional responsibilities regarding certain programs and functions. It is further noted that this expansion has resulted in the compilation of a number of separate TWC annual reports. S.B. 1413 seeks to streamline the TWC reporting process by consolidating certain specified reports into a separate supplemental annual report to be submitted at the time the TWC submits its annual report.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

S.B. 1413 amends the Human Resources Code and Labor Code to require the Texas Workforce Commission (TWC), at the time the TWC submits its annual report, to submit to the governor and the legislature a separate supplemental annual report consisting of any information required by other law to be included, including the following annual reports previously required to be submitted separately:

·         a financial report regarding TWC activities relating to purchasing from people with disabilities, including the participation of persons with disabilities in community rehabilitation programs;

·         a report on the college credit for heroes program;

·         a report on the effectiveness of federal trade adjustment assistance programs;

·         a report on the status of the skills development fund program; and

·         a report on the Texas career opportunity grant program.

 

EFFECTIVE DATE

 

September 1, 2019.
