AUTHOR'S / SPONSOR'S STATEMENT OF INTENT
As proposed, S.B. 2558 amends current law relating to the creation of the Lone Oak Farm Municipal Utility District; providing authority to issue bonds; providing authority to impose assessments, fees, and taxes.
RULEMAKING AUTHORITY
This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.
SECTION BY SECTION ANALYSIS
SECTION 1. Amends Subtitle E, Title 6, Special District Local Laws Code, by adding Chapter 7888, as follows:

CHAPTER 7888. LONE OAK FARM MUNICIPAL UTILITY DISTRICT
Sets forth standard language for the creation of the Lone Oak Farm Municipal Utility District (district). Sets forth standards, procedures, requirements, and criteria for:
Creation and approval of the district (Sections 7888.101�7888.106);
Size, composition, term, election of directors, and provisions relating to temporary directors (Sections 7888.201�7888.202);
Powers, duties, authority for road projects, standards, and requirements, and a prohibition on use of eminent domain (Sections 7888.301�7888.306);
General financial provisions, including authority to issue bonds and impose taxes (Sections 7888.401�7888.403); and
Authority to issue bonds and other obligations, taxes for bonds, and bonds for road projects (7888.501�7888.503).
Prohibits the district from exercising the power of eminent domain.
SECTION 2. Sets forth the initial boundaries of the district.
SECTION 3. Provides that all requirements of the constitution and the laws of this state and the rules and procedures of the legislature with respect o the notice, introduction, and passage of this Act are fulfilled and accomplished.
SECTION 4. Effective date: September 1, 2019.
