A BILL TO BE ENTITLED
 
AN ACT
 
  relating to the authority of the Collingsworth County Hospital
  District to take certain actions regarding district property.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 1014.107, Special District Local Laws
  Code, is amended to read as follows:
         Sec. 1014.107.  DISTRICT PROPERTY, FACILITIES, AND
  EQUIPMENT [BUILDINGS].  (a)  The board shall determine:
               (1)  the type, number, and location of buildings or
  other facilities required to maintain an adequate hospital system;
  and
               (2)  the type of equipment necessary for hospital care.
         (b)  The board may:
               (1)  acquire by purchase, lease, or lease to purchase
  or may construct, repair, or renovate property, including
  facilities or equipment, for use in the district's hospital system;
  and
               (2)  mortgage or pledge the property as security for
  the purchase price.
         (c)  The board may lease, sell, or otherwise dispose of all
  or part of the district's property for the district, including
  facilities or equipment, to a public or private entity.
         SECTION 2.  Subchapter C, Chapter 1014, Special District
  Local Laws Code, is amended by adding Section 1014.113 to read as
  follows:
         Sec. 1014.113.  OPERATING AND MANAGEMENT CONTRACTS.
  Notwithstanding any other provision of this chapter, the district,
  through its board, may contract with any person to manage or operate
  a district facility.
         SECTION 3.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2019.
