A BILL TO BE ENTITLED
|
|
AN ACT
|
|
relating to a study on reducing the level at which the air |
|
temperature in facilities operated by the Texas Department of |
|
Criminal Justice is regulated. |
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. Subchapter A, Chapter 501, Government Code, is |
|
amended by adding Section 501.026 to read as follows: |
|
Sec. 501.026. STUDY ON REDUCING AIR TEMPERATURE IN |
|
FACILITIES OPERATED BY DEPARTMENT. (a) The department shall |
|
contract with a qualified independent vendor to conduct a study on |
|
reducing the air temperature in facilities operated by the |
|
department. The study must: |
|
(1) identify the most cost-effective measures to |
|
reduce the air temperature; |
|
(2) estimate the costs to the department of |
|
implementing those measures; and |
|
(3) estimate the amount of time necessary to implement |
|
those measures. |
|
(b) Not later than August 31, 2020, the department shall |
|
prepare and submit to the governor, the lieutenant governor, the |
|
speaker of the house of representatives, and each standing |
|
committee of the legislature having primary jurisdiction over the |
|
department a written report that summarizes the results of the |
|
study conducted under this section. |
|
(c) This section expires January 1, 2021. |
|
SECTION 2. This Act takes effect immediately if it receives |
|
a vote of two-thirds of all the members elected to each house, as |
|
provided by Section 39, Article III, Texas Constitution. If this |
|
Act does not receive the vote necessary for immediate effect, this |
|
Act takes effect September 1, 2019. |
