A BILL TO BE ENTITLED
|
|
|
AN ACT
|
|
|
relating to prohibiting the use of money in the Texas economic |
|
|
development fund or the Texas Enterprise Fund to finance a facility |
|
|
or establishment at which gambling is to be conducted. |
|
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
|
SECTION 1. Section 12.0273, Agriculture Code, is amended by |
|
|
adding Subsection (a-1) to read as follows: |
|
|
(a-1) Money in the fund may not be used to finance a facility |
|
|
or establishment at which gambling is to be conducted. The term |
|
|
"gambling" includes playing bingo for a prize and wagering on |
|
|
greyhound or horse races. |
|
|
SECTION 2. Section 481.078, Government Code, is amended by |
|
|
adding Subsection (e-2) to read as follows: |
|
|
(e-2) The governor may not award a grant to an entity to |
|
|
finance a facility or establishment at which gambling is to be |
|
|
conducted. The term "gambling" includes playing bingo for a prize |
|
|
and wagering on greyhound or horse races. |
|
|
SECTION 3. The changes in law made by this Act apply only to |
|
|
a loan or grant made on or after the effective date of this Act. A |
|
|
loan or grant made before the effective date of this Act is governed |
|
|
by the law in effect on the date the loan or grant was made, and the |
|
|
former law is continued in effect for that purpose. |
|
|
SECTION 4. This Act takes effect September 1, 2019. |
