A BILL TO BE ENTITLED
|
|
AN ACT
|
|
relating to an exemption for teachers from the payment of a fee for |
|
the issuance of a driver's license or personal identification |
|
certificate. |
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. Subchapter R, Chapter 521, Transportation Code, |
|
is amended by adding Section 521.4265 to read as follows: |
|
Sec. 521.4265. TEACHER EXEMPTION. (a) In this section, |
|
"teacher" means a principal, supervisor, classroom teacher, school |
|
counselor, or other full-time professional employee who is required |
|
to hold a certificate issued under Subchapter B, Chapter 21, |
|
Education Code. |
|
(b) An applicant who is, at the time of application, a |
|
teacher or a retired teacher is exempt from the payment of fees |
|
under this chapter for the issuance of a driver's license or |
|
personal identification certificate. |
|
(c) The department shall require an applicant requesting an |
|
exemption under this section to provide proof of the applicant's |
|
entitlement to the exemption. The department shall adopt rules |
|
relating to the proof of entitlement to the exemption, which may |
|
include, for retired teachers, statements or other communications |
|
issued by the Teacher Retirement System of Texas that evidence |
|
payment of an annuity from the system. |
|
SECTION 2. Section 521.4265, Transportation Code, as added |
|
by this Act, applies only to a driver's license or personal |
|
identification certificate for which an application is submitted on |
|
or after the effective date of this Act. A driver's license or |
|
personal identification certificate for which an application was |
|
submitted before the effective date of this Act is governed by the |
|
law in effect immediately before the effective date of this Act, and |
|
the former law is continued in effect for that purpose. |
|
SECTION 3. This Act takes effect September 1, 2019. |
