| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
| SECTION 1. Chapter 20, Civil Practice and Remedies Code, is | ||
| amended by adding Section 20.003 to read as follows: | ||
| Sec. 20.003. NON-STENOGRAPHIC RECORDING. Notwithstanding | ||
| Section 20.001, any party may record an oral deposition by a method, | ||
| including videotape recording, other than stenographic recording | ||
| in accordance with the Texas Rules of Civil Procedure. | ||
| SECTION 2. Section 154.101(f), Government Code, is amended | ||
| to read as follows: | ||
| (f) Except as provided by Section 154.112 and by Chapter 20 | ||

| conducted in this state must be recorded by a certified shorthand | ||
| reporter. | ||
| SECTION 3. This Act takes effect immediately if it receives | ||
| a vote of two-thirds of all the members elected to each house, as | ||
| provided by Section 39, Article III, Texas Constitution. If this | ||
| Act does not receive the vote necessary for immediate effect, this | ||
| Act takes effect September 1, 2019. | ||
