A BILL TO BE ENTITLED
 
AN ACT
  relating to the issuance of a temporary occupational license to
  certain military service members, military veterans, and military
  spouses.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter H, Chapter 51, Occupations Code, is
  amended by adding Section 51.40135 to read as follows:
         Sec. 51.40135.  TEMPORARY LICENSE FOR MILITARY SERVICE
  MEMBER, MILITARY VETERAN, OR MILITARY SPOUSE. (a) In this section,
  "military service member," "military veteran," and "military
  spouse" have the meanings assigned by Section 55.001.
         (b)  The department shall review each type of license issued
  by the department to identify the licenses for which a significant
  number of military service members, military veterans, or military
  spouses submit applications.
         (c)  The commission shall adopt rules to provide for the
  expedited issuance of a temporary license to an applicant who:
               (1)  is a military service member, military veteran, or
  military spouse;
               (2)  applies for the issuance of a license identified
  by the department under Subsection (b); and 
               (3)  holds a current license issued by another
  jurisdiction that has license requirements that are substantially
  equivalent to the license requirements of this state.
         SECTION 2.  Not later than January 1, 2020, the Texas
  Commission of Licensing and Regulation shall adopt the rules
  required by Section 51.40135, Occupations Code, as added by this
  Act.
         SECTION 3.  This Act takes effect September 1, 2019.
