        |  | A BILL TO BE ENTITLED | 
      
        |  | AN ACT | 
      
        |  | relating to a report of information concerning juvenile offenders | 
      
        |  | committed to the Texas Juvenile Justice Department who have been in | 
      
        |  | foster care. | 
      
        |  | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | 
      
        |  | SECTION 1.  Section 243.008(e), Human Resources Code, is | 
      
        |  | amended to read as follows: | 
      
        |  | (e)  Not later than January 31 of each even-numbered year, | 
      
        |  | the department shall submit a report to the governor, the | 
      
        |  | lieutenant governor, and each member of the legislature [ the  | 
      
        |  | speaker of the house of representatives, and each standing  | 
      
        |  | committee having primary jurisdiction over the department].  The | 
      
        |  | department shall also make the report available to the public on the | 
      
        |  | department's Internet website.  The report must summarize | 
      
        |  | statistical information concerning the total number and percentage | 
      
        |  | of children in the custody of the department during the preceding | 
      
        |  | two years who have at any time been in foster care.  Data in the | 
      
        |  | report must be disaggregated by: | 
      
        |  | (1)  age; | 
      
        |  | (2)  sex; | 
      
        |  | (3)  race or ethnicity; | 
      
        |  | (4)  the conduct for which children were committed to | 
      
        |  | the department; and | 
      
        |  | (5)  children entering the juvenile justice system for | 
      
        |  | the first time. | 
      
        |  | SECTION 2.  This Act takes effect immediately if it receives | 
      
        |  | a vote of two-thirds of all the members elected to each house, as | 
      
        |  | provided by Section 39, Article III, Texas Constitution.  If this | 
      
        |  | Act does not receive the vote necessary for immediate effect, this | 
      
        |  | Act takes effect September 1, 2019. |
